Job Summary

The Operations Manager leads and optimizes office-level and corporate operational performance across the organization. This role is responsible for driving market growth, operational excellence, employee development, and superior client service. The manager oversees staffing and recruiting operations, implements strategic initiatives, strengthens business processes, and ensures compliance, efficiency, and consistency across all markets.

This position combines hands-on office leadership with broader corporate operational oversight, serving as a key member of the leadership team and a strategic partner in organizational planning and execution.

Responsibilities

  • Lead and manage the staffing agency’s daily operations, including recruitment, onboarding, employee relations, and client engagement.
  • Develop and implement comprehensive talent acquisition strategies utilizing HR sourcing, executive recruiting, campus recruitment, social media management, and lead generation techniques.
  • Oversee the use of ATS systems such as Workday, Taleo, iCIMS, Monday.com, and UltiPro to ensure efficient applicant tracking and data management.
  • Manage relationships with clients and candidates through effective communication skills, relationship management practices, cold calling, and negotiation to secure new business opportunities.
  • Ensure compliance with employment & labor law regulations and internal policies related to contracts, employee orientation, employee evaluation, and HRIS systems like ADP, Paychex, Kronos, Salesforce, and others.
  • Conduct workforce planning including succession planning and training & development initiatives to support long-term talent needs.
  • Monitor employee performance through evaluations and employee relations activities to foster a positive work environment.
  • Collaborate with internal teams on HR projects involving HRIS systems integration (Workday, PeopleSoft), social media campaigns for talent attraction, and internal recruiting efforts.
  • Lead efforts in employee onboarding processes and ongoing training programs to enhance workforce capabilities.

Experience

  • 5 years of Proven experience in human resources or staffing agency operations management with a strong background in recruiting (technical recruiting, executive recruiting), talent management, and HR sourcing.
  • Extensive knowledge of applicant tracking systems (ATS), HRIS platforms (Workday, PeopleSoft), payroll systems (ADP, Paychex), timekeeping software (Kronos), and CRM tools such as Salesforce.
  • Demonstrated success in negotiation, relationship management, cold calling for business development, and sales within a staffing or recruitment environment.
  • Familiarity with employment & labor law compliance issues related to staffing agencies.
  • Strong leadership skills with experience managing teams of recruiters or HR professionals focused on talent acquisition strategies including campus recruitment and succession planning.
  • Excellent communication skills combined with research capabilities to identify market trends and innovative sourcing channels.
  • Ability to develop training & development programs that enhance team performance while supporting organizational goals.
